Reduction of levied Contribution for Protection of the Low-Income and Vulnerable Groups in the NHI

Abstract
In the era of income polarization, it needs to protect the low-income & vulnerable groups in the social insurance system. The reduction of the levied contribution is a preventive measure for this protection. This study tries to analyze the new perspectives of reduction of contribution to protect the low-income & vulnerable groups in the NHI(National Health Insurance).
To propose the new concrete measures, this study analyzed the reduction of contribution in relation with the system of contribution levy. The reduction of contribution is an ad hoc measure for the protection of various vulnerable groups of insured, in the condition of maintenance of the present system of contribution levy. The existing practices of the reduction of contribution in the NHI protect self-employers in rural area, in general. Thus, it can not be of help to the low-income & vulnerable groups in cities in the era of escalating income polarization.
For the making new perspectives of reduction of contribution, it needs to establish two principles, first of all. The first principle is, the contribution should be levied to the amount, that the insured could pay from one¡¯s present income. The second principle is, the reduction of contribution should support to protect the low-income & vulnerable groups, not to promote the individual behaviors for health management and promotion. The study would propose some new perspectives of reduction of contribution based on these two principles. First, the general practice for self-employers in rural area should be changed to the protection of low-income self-employers. Second, it needs to levy the symbolic minimum amount of contribution for low-income & vulnerable groups in cities. Third, the Funds of the Unemployment Insurance should pay the reduced half amount of contribution of administrative authorized unemployed persons.
